CIP assists licensed child care centers that are committed to providing quality care and to serving low-income, subsidy-eligible children – from infancy through preschool years. With lead funding from the William Caspar Graustein Memorial Fund, CIP works closely with early care and education practitioners and advocates and with the State of Connecticut, CHEFA and financial institutions to complement ongoing efforts to plan and develop quality facilities in lower-income communities across the state.

CIP provides a combination of training, technical assistance and flexible, affordable financing, whether it is a minor renovation or construction of a new, state-of-the-art child care facility.

Since its inception, CIP has provided over 1.4 million to 29 child care providers and nonprofit developers undertaking facilities projects.   Seventeen completed projects with 1,709 children being served.  3,544 low-income children benefiting.
